Florence council approves routine expenditures, policies and purchases; tables several items

At its Dec. 2 meeting, the Florence City Council passed a slate of routine items and several administrative decisions.
The council approved minutes from Nov. 3 and Nov. 19, 2025, and authorized payment of presented expenditures. Council approved an invoice to Brightspeed for $2,959.61 and approved purchase of a skid steer not to exceed $22,000. Council also authorized staff to apply for the J. Frank Dobie Library grant.
Several items were tabled for more information: approval of a bid for window lettering and the question of removing the garbage fee for Masonic Lodge #338; the council directed Mayor Ben Daniel to gather additional information on the latter.
Council granted an employee request to cash out 120 hours of paid time off and tabled discussion of using court technology funds to help pay for INCODE software pending more information. The council also approved updated financial policies and the Federal Grant Procurement Policy and Procedures as presented.
The council moved into executive session at 7:33 p.m. under Tex. Gov't Code Sec. 551.074 to discuss personnel matters involving City Administrator Tamela Louvier; the executive session concluded at 9:22 p.m. and the minutes record that no motions were made as a result of that session.
Council set its next regular meeting for Jan. 13, 2026, at 6:00 p.m. and voted to change future January meetings to the second Tuesday of the month.
