Staff said Director Fulham manages both shelter and enforcement functions and keeping related responsibilities together enhances oversight. As staff explained, the change will “align their functionality ... to the committees that we believe more functionally meet their goals and objectives.”
Commissioners discussed the practical implications — one member noted that elements such as lifeline and the shelter coordinate with animal control and that some crossover might persist. Committee chairs agreed that if an item needed to be heard in Operations later, chairs could coordinate to transfer it back for discussion. The motion to approve item 260729 was moved, seconded and passed by voice vote.
