CCRPC implements stipend policy; staff flag upcoming FEMA FIRM and wetlands updates

Sarah Muskin, Senior Planner, summarized CCRPC’s recently adopted stipend policy, which aims to reduce barriers for community members who are not otherwise paid by employers. She encouraged PAC members who may be eligible to review the policy and use the simple opt-in process.
In other business, staff said CCRPC has room in its FY27 work program for one or two additional fee-for-service projects and offered to provide local land use trainings for municipal staff and volunteer board members. Staff also noted the Lamoille County draft regional plan has been submitted to the Land Use Review Board and CCRPC staff determined it is compatible with CCRPC’s regional plan and future land use map.
Darren Schibler briefed members on FEMA’s rollout of new Flood Insurance Rate Maps (FIRMs) by basin. The formal adoption process for the Lamoille Basin is expected to begin in spring 2026 and run through fall 2027; the Winooski and Northern Lake Champlain Basin FIRMs will be adopted later. CCRPC’s review found local floodplain bylaws will remain in conformance after the map updates, but staff encouraged municipalities to consider aligning zoning map updates with the new FIRMs and offered assistance to add this work to the GIS updates workplan.
The state Wetlands Program has also issued notices updating the Vermont Significant Wetlands Inventory (VSWI), including for the Northern Lake Champlain watershed; staff encouraged review and feedback to Department of Environmental Conservation staff during the notice period.
