PAC to re-run housing targets where future land use map changes; members seek review threshold

Taylor Newton reminded the Planning Advisory Committee that housing targets for mixed-urban and rural municipalities depend on future land use area designations and will need to be re-run where those designations changed. He said he did not anticipate large changes overall but asked PAC members whether a percentage threshold—such as 10% or 20%—should trigger PAC review.
Aaron DeNamur said it is difficult to pick a single percentage and asked to see the recalculated results. Paul Conner suggested review would be warranted if the changes disproportionately affected one municipality or if a change pushed a mixed-urban or rural community to behave more like an urban or rural community. The PAC noted the April 8 meeting would be an opportunity to review any updated target runs.
Members also raised broader concerns about how housing targets could be perceived or used. Larry Lewack reminded staff that communities are worried targets could be imposed rather than used as planning goals. Matt Boulanger added that towns want clarity about consequences if targets are not met and emphasized the difference between planning goals and requirements.
