The committee voted Jan. 7 to recommend CCRPC’s draft Community Liaison Policy to the Board with minor edits after a presentation by Anne Nelson Stoner, engagement manager.
Nelson Stoner said the policy outlines staff processes for working with community liaisons to support inclusive engagement on CCRPC projects and that liaisons can be paid either as individuals or through organizations depending on the situation. She said staff removed a fixed pay rate from the policy to preserve flexibility and that the actual rate will depend on liaison qualifications and whether partner organizations contribute. Baker noted the amount was raised to $2,000 for this calendar year. Committee members discussed potential 1099 implications and suggested adding a template for invoices and receipts; Karen Peterson suggested carrying over roman numerals from the table of contents for clarity.
Joe Segale asked whether consultants could use the policy; Nelson Stoner said consultants could in theory, but CCRPC typically leans on its own relationships with trusted community organizations. Karen Peterson moved to recommend the draft Community Liaison Policy to the Board with minor edits; Jacki Murphy seconded and the motion passed unanimously.
The policy recommendation will be forwarded to the Board for final action; staff said they will revisit policy language and selection pathways as needed.
