At a Sept. 16 work session, staff presented a straight rezoning request for 4850 Airport Parkway — the corner of Airport Parkway and Coram Drive — proposing to reclassify the site from M4 (mixed‑use center) to M2 (mixed‑use suburban corridor) to allow approximately 29 fee‑simple townhomes by right.
Leslie Nye said the site is vacant and under early site‑planning review; the developer, Cobalt Homes, is currently constructing another project on Beltway and hopes to close on initial units at that site. If rezoned to M2, the town would process the project via standard staff reviews and permitting (civil engineering and building permits) rather than through discretionary rezoning conditions. Cobalt was expected to appear at the regular meeting to take questions directly from the commission.
Commissioners asked about market feasibility, whether higher‑density alternatives had been explored and whether the site could support more intense uses. Staff said the parcel’s size limits feasible density options — developers would likely need podium structures with several stories to achieve much higher density, which may not be financially viable for the parcel — and confirmed the town received mainly residential interest for that site.
Staff said the rezoning would allow the townhomes to be constructed by right once the M2 classification is established.
