City engineering staff presented a feasibility study that compared the Buttercup Creek Boulevard corridor and Park Street as candidates for Cedar Park's primary shared-use path.
Randy Leader, director of engineering capital projects, summarized the analysis: the Buttercup Creek alignment presents fewer utility and drainage conflicts, more available right-of-way, stronger connections to existing parks and trails and higher observed daytime bike and pedestrian traffic. Staff estimated the Buttercup alignment would cost roughly half of the Park Street alignment for construction.
Leader said the Park Street alignment offers more existing shade and a potential connection to a quarry redevelopment, but it carries more acquisition and utility conflict risk. Staff recommended amending the mobility master plan to designate Buttercup Creek as the primary trail and to use budgeted design funds to begin engineering; construction funding was not available in the current budget.
Council members discussed trade-offs including aesthetics, connectivity to the Bell District and potential property acquisitions required on Park Street. No formal action was taken; staff will bring back an amendment to the mobility master plan if council has no objections.
