City planning staff opened a first-reading public hearing for a special-use permit to allow a 4,000-square-foot, indoor-only kennel at 400 West Whitestone, and the council heard testimony from the applicant and a nearby resident.
"This is an all indoor facility. There is no outdoor [space]. We are not gonna be walking them outdoors to use restroom or anything," applicant Jeffrey Baker said, describing soundproofing, epoxy flooring and daily waste removal plans. He estimated day-care capacity at about 75 and overnight boarding at about 45 based on the facility layout and staffing model.
Planning staff (Amy Langwood) said the proposal conforms to the city's code and comprehensive plan and noted the Planning and Zoning Commission recommended approval 6–0. As presented, the special-use permit would limit kennel operations to an indoor, 4,000-square-foot portion of the building and would assume 24-hour operation with staff on site.
Nearby resident Anna Jackson opposed the permit, saying she was not notified of the Planning and Zoning meeting in time and that sustained barking and sewage risks would harm her household. "If my husband can't get sleep, that's a problem," Jackson said, urging the council to consider enforcement and mitigation options.
Council members asked the applicant to provide more detail on the drain/trench plan, fire safety and evacuation procedures, and on enhanced soundproofing measures. The mayor and council noted this was a first reading; staff said they would review the code language for nuisance remedies and that the item will return for further consideration in two weeks.
Why it matters: Kennels are a designated special-use in the general-business zoning district; neighbors and councilors are focused on how indoor kennels handle noise, sanitation and fire/egress when proposed in proximity to homes.
