Council approves Lakewood Farms additions, TID‑17 developer agreement and two property sales after closed session

Staff presented developer’s agreement addition No. 1 for Lakewood Farms, a 34‑lot extension of an active single‑family subdivision. Council members asked whether a single homeowners association would govern the four phases and how a recent change in the city’s tree surety fee might affect the development; staff confirmed the developer’s agreement was drafted with the understanding that one HOA will serve the entire subdivision and that the agreement would adhere to the previously negotiated $350 tree surety for that project.
The council also entered closed session under Wisconsin Statutes §19.85(1)(e) and (g) to deliberate a development agreement in TID 17 and confer with legal counsel regarding a tax assessment case. After returning to open session, the council approved a resolution authorizing settlement of tax assessment litigation (Res. 73), approved the developer’s agreement in TID 17 for a proposed industrial development east of 18th Avenue, and adopted Res. 74 authorizing sale of two tax parcels (identifiers provided in the packet). All votes on these items were recorded as voice approvals on the council floor.
Council’s next meeting is the organizational meeting scheduled for April 21 at 6:30 p.m.; photos for the council were scheduled for May 4.
