West Bend awards pavement and sidewalk contracts, authorizes lead-lateral and storm sewer work

The West Bend Board of Public Works approved several infrastructure contracting items on April 20, awarding annual pavement and sidewalk repair contracts to BMCI Construction and authorizing the advertisement of two additional contracts.
Public works staff (Max) recommended award of Contract 2603 for water utility pavement repairs to BMCI Construction. The low and only bid was $193,650; staff requested a 15% contingency so the project allocation would not exceed $222,800 to allow the contractor to address any additional winter-break water main repairs that arise during spring work. “We received 1 bid for this contract... and it was from BMCI Construction,” Max said; council approved the award by voice vote.
The board also awarded the annual sidewalk replacement contract (Contract 2604) to BMCI Construction at a bid of $56,070 with a contingency capped at approximately $60,000.
Earlier in the Board of Public Works section, staff requested permission to advertise two additional contracts: replacement of private lead service laterals at various city locations (work to be reimbursed under a 2024 agreement with Washington County using American Rescue Plan Act funds, with a federal deadline of December 2026 to expend funds) and replacement of a failed storm sewer in the Skyline Drive/Briar area that created a sinkhole on private property. Max said the county agreement produced a surplus of reimbursable funds because earlier laterals cost less than originally estimated and the city must spend the funds this year; the board granted permission to advertise both contracts by voice vote.
Council and board members asked questions about bid history and scope; staff stated the pavement bid was in line with recent contracts and that sidewalk work this year will be full slab replacement (grinding is a separate contract planned for a later date). All motions carried by voice vote.
