Commissioners review procurement items; approve amphitheater fee waiver and paddle-board revenue-share contract

Shanta Crystal, the county’s chief procurement officer, updated the board on several road-and-bridge and public-works procurement items, saying county staff had received documentation for a hot-mix asphalt bid that meets requirements and is moving that contract to legal review. She described a stalled guardrail-services procurement that staff proposes to reissue as a three-year contract with clarified mobilization language to avoid repeated mobilization fees and to provide consistent service.

Crystal said the county intends to purchase remaining noxious-weed chemicals this April under the existing state contract to avoid price increases that may take effect May 1. She also described disparity in recent road-paint bids and said procurement will investigate low bids before making a recommendation.

Separately, commissioners approved an event contract that included an amphitheater fee waiver to host a prerecorded Tabernacle Choir broadcast open to youth and community groups. Event organizers agreed to cover sound, lights, setup and cleanup and to coordinate staff presence; commissioners approved the contract by voice vote.

The board also approved a multi-year-style revenue-share vendor contract for paddle-board rentals at the reservoir. The agreement imposes a vendor fee (noted at $9 a month per vendor) and a year-end revenue share to the county; commissioners voted to authorize the contract and directed staff to execute the paperwork.

Procurement staff said they will return with formal recommendations and legal review notes where needed.
