Taylor — The City Council voted to approve the site plan for the Encore Muscovy switch station (ordinance 2026‑13) on March 26 after staff presented an updated plan that adds an eight‑foot masonry wall and landscaping around the substation footprint.
Staff said the wall and berm landscaping will surround the station and that the ordinance language includes required perimeter plantings. During public comment residents linked the substation to broader transmission‑line routing concerns: Carrie Deanna told council the substation and transmission lines are “all interconnected” with recent industrial growth and urged council to demand written commitments from the utility about the route of high‑voltage lines so they do not bisect neighborhoods.
Sarah Winters and others asked the council to use leverage with federal and state representatives to press Encore to route lines around the city, and several speakers urged delaying development approvals until routing commitments are obtained in writing. Council members said the substation site plan and transmission‑line routing are distinct processes — the site plan is on land the utility already owns — but council also reported sending letters to elected representatives and the Public Utility Commission asking that lines avoid intruding on Taylor’s neighborhoods.
