County board asks sheriff for operational plan as courthouse/jail project advances; commissioners stress retaining local authority

The Waseca County Board on May 20 instructed the sheriff to return to the board’s June meeting with operational planning for a proposed move into new courthouse/judicial space and associated corrections functions.

County staff (Michael) framed the item as a request for information and planning rather than a decision. He asked that the sheriff, with any necessary staff, detail operational impacts, coordination with the county attorney and courts, staffing needs and security requirements. Commissioners noted the project will have budget implications in 2027 and emphasized the need to test workflows and policies before moving into new facilities.

Several commissioners raised concerns about regionalization pressure at the state level and the need to choose regional approaches that retain local authority. One commissioner urged the county to ensure continuity of court access for local inmates and to avoid creating logistical bottlenecks for community corrections and court scheduling. The board discussed possible job‑description changes in corrections, security/scanner budgeting and the importance of staff communications to reduce anxiety about transitions.

Chair said the board intends to retain local authority where possible as it explores cooperative or regional arrangements. Staff also noted efforts to pursue congressional community‑project funding to offset soft costs and equipment for a judicial building; county officials reported positive feedback from federal offices on a $3,000,000 request but said formal recommendations and funding remain pending.

Next steps: staff and the sheriff will bring an operational plan and budget implications to the board’s June meeting for review.
