Livonia council approves Sandburg Library HVAC and boiler replacement after debate over deferred maintenance

The Livonia City Council approved a DPW bid to replace the HVAC and boiler at Sandburg Library, a purchase drawn from library-millage funds, after several councilmembers and residents debated whether to delay the work pending a long-term plan.
Councilwoman Carrie Tashnick initially moved to table the $120,000–$122,000 appropriation to allow time for a library master plan and to confirm urgency. Proponents of immediate repair, including Councilmember Crystal Budzinski and multiple residents, said delaying maintenance can drive higher costs later and cited prior examples where deferred infrastructure work required emergency spending. Budzinski noted the library millage funds are restricted to library uses and that temporary chiller rentals and emergency repairs previously cost far more than proactive maintenance.
Speakers from the public urged the council to proceed, emphasizing ADA access, building preservation and the LibraryIQ study that recommended long-term investments. Several residents described frequent use of the Sandburg branch and argued that budgeting for the HVAC replacement had already been included and that the timing — outside the heating season — made it appropriate.
After discussion, councilmember McCall moved to approve the expenditure; the motion was supported and the item passed unanimously (7–0). Some councilmembers asked that broader conversations about library system planning be conducted in committee so that capital spending is coordinated with long-term strategy.
The council will proceed with the boiler/HVAC replacement and separately pursue committee-based strategic planning and coordination with the library commission. The vote on item 8 was 7–0.
