At a regular meeting, the council approved the consent agenda and discussed several operational and budget details before adjourning. The chair moved to approve the consent agenda; the motion was recorded as "Motion by Lundin, second by Peterson," and the council vote was announced as carrying 4–0. Later the council moved to adjourn; that motion was recorded as "by council member Lundin, second by council member Heaman," and the chair announced the motion carried 5–0.
Before the votes, council members questioned staff about emergency repairs and personnel coverage. Council asked whether Saba’s investigator role would be backfilled while Saba temporarily filled a lieutenant role; staff (Travis) said Saba will cover both roles and delegate some investigations to patrol rather than backfilling immediately.
Council and staff also reviewed the capital improvement plan for distribution tanks. Staff said tanks installed in 2008 were entered with a 20-year expected life (replacement in 2028) as a placeholder, but some tanks were later discovered to have a shorter, 10-year shelf life that was overlooked. Staff said when Josh receives new tanks with explicit expiration dates, the CIP entries will be corrected and the city will track the specified life spans going forward.
The council also reviewed seasonal positions budgeted for administration, parks and EDCD; staff said positions were budgeted but low applicant numbers last year led to shared assignments. Staff provided annual figures: Administration $5,200, Parks $5,200 and EDCD $3,600 (roughly $14,800 total).
The meeting concluded with the consent-agenda and adjournment votes; no additional ordinances or budget reallocations were adopted in this session.
