Pastor Daryl Gaddy described the church's long history in the neighborhood and framed the project as community-oriented infill housing to help house families experiencing insecurity. "Our goal...is to provide healthy housing opportunities for those in our community," Gaddy said. Planning staff told the commission the proposal meets setbacks, parking and elevation requirements for the TN LDR zone and that the submitted elevations and floor plans demonstrate compliance.
Siney Gant Jordan, a third-generation Grand Rapids resident and neighborhood business owner, spoke in support of the project and encouraged the commission to approve the church's plan. Commissioners generally expressed support, noting the project aligns with master-plan objectives to expand housing variety and support infill development.
Commissioner (seat 9) read a resolution finding the proposed use consistent with neighborhood character, the master plan's goals for housing diversity, and site-plan standards (Section 5-1208(E) referenced). The resolution included standard conditions (approved plans must be signed and dated by planning director, permits required prior to construction, signs require separate permits, construction hours and a 16-day effective period before appeal). The motion carried by voice vote.
Next steps: the approval takes effect 16 calendar days after the commission decision, and required land-use, building and other permits must be obtained before construction. Commission conditions include compliance with the approved plans and local permitting requirements.
