The Lincoln County Fiscal Court voted unanimously Feb. 24 to approve a series of routine administrative actions, including budget transfers and a first-reading budget amendment, the reappointment of an RGL (regional development) board director and the purchase of a used patrol vehicle for the sheriff’s office.
Judge Adams opened the meeting and the court approved minutes from the Feb. 10 meeting after a motion from Magistrate Stanley and a second from Magistrate Dan Gutenson. Treasurer Mary Hopkins described the submitted budget transfers as procedural "clean-up" items; the court then approved the transfers on a motion by Gutenson, seconded by Magistrate King.
Magistrate Stanley moved and Magistrate King seconded approval of the first reading of a 2025–2026 budget amendment to increase flex funds for the year; the motion carried unanimously. County Clerk Nancy Jackson presented an amended quarterly report correcting a $24.00 line item and reported the clerk’s office is turning over $173,682.00 in excess fees; the court approved the amended settlement after a motion from Gutenson and a second from Stanley.
Chief Deputy Michal Mullins asked the court to approve the purchase of a fully equipped 2022 Chevy Tahoe (about 36,000 miles). The transcript lists an asking price of $39,900 and shows $24,688 in insurance proceeds applied toward the purchase; the remaining county share is recorded as $16,118 and the transcript notes a check in the amount of $40,000. The court approved the purchase on a motion by Gutenson and a second by Magistrate King. (The transcript contains inconsistent arithmetic for the purchase; see clarifying details.)
Magistrate Stanley moved to pay all claims and approve cash transfers; Magistrate Dan Gutenson seconded and the court approved the motion without discussion. The meeting adjourned after a motion from Gutenson and a second from Magistrate King. The court’s next regular meeting is scheduled for March 10, 2026.
