Assistant City Manager Martin presented a comprehensive recodification and update of Laguna Niguel Municipal Code Title 8 (building regulations), saying the effort addresses inconsistencies and outdated terminology and will remain on schedule for full recodification in August.
"This project aims to complete a comprehensive update to the city's municipal code since it hasn't been fully updated since original adoption," Martin said, summarizing two categories of edits: non‑substantive editorial changes and substantive, title‑specific updates intended to align code language with state law and current city practice.
Key changes Martin highlighted include updating references to the uniform building code to reflect the 2025 California Building Code; replacing the outdated term "soil engineer" with "geotechnical engineer" to match state licensing; clarifying grading permit requirements, plan submittal and inspection processes; adding explicit authority for financial assurance (bonds, deposits, other securities); and strengthening enforcement and abatement authority for unsafe conditions. He also said the update modernizes stormwater‑related language to align with state and federal standards.
No public comments were submitted on the Title 8 update at tonight's meeting, and the mayor closed the discussion with no council questions. Martin said the project remains on schedule for a full recodification in August 2026; staff did not request any formal action this evening.
