Forest Lake staff announce city prosecutor's retirement, expedited RFP for prosecutorial services

Jolene (speaker 2) told the council that city prosecutor Mike Welch plans to retire effective April 15, 2026, after 43 years of service. She said staff initiated an expedited request for proposals to ensure there is no lapse in prosecutorial services.
The RFP was issued March 5 to three local municipal-practice firms that currently provide municipal services in Washington County: GDO Law; Kelly and Lemons; and Eckberg Lammers. Jolene described the timeline: questions accepted through March 12; proposals due March 16; interviews, if needed, the week of March 17—20; and a staff recommendation to council with the goal of a new prosecutorial services contract beginning April 1 to ensure continuity before Mr. Welch's retirement on April 15.
Jolene thanked Mr. Welch for decades of service and said staff was pursuing an expedited but thorough process to select a successor firm. She invited questions and said staff will return with a recommendation at a future meeting.
