Harbor master reports North F Dock emergency repairs on time and likely on budget

Harbor master Elise Henry told the Oak Harbor City Council on March 24 that emergency repairs to North F Dock are complete, on schedule and likely to remain on budget pending the final invoice. Henry said the project required seven separate permits and that mitigation under a Washington Department of Fish and Wildlife HPA included a beach cleanup conducted by WSU volunteers on Feb. 24.
She said divers were on-site for four days, crews replaced through rods and panels, and only three boats required temporary relocation (one live-aboard moved to South F Dock). "We had to go through 7 different permits to do this, which to me is mind boggling that we needed 7 permits for emergency repairs," Henry said. She thanked the contractor and local fabricators for fast turnaround on replacement parts and said three panels had missing pickets that city staff will install.
Henry described construction challenges, including damaged plates and a rod that became stuck because of a rubberized temporary fix; a fabrication shop produced replacement plates within 48 hours. She said WSU’s beach cleanup collected about 160 pounds of debris across roughly 3,000 linear feet, meeting mitigation requirements tied to the HPA.
The harbor master said the barge left the site March 23 and that, at the time of the workshop, no overtime was required. Council members praised the project management and commended staff for the execution. Henry said she will return with the final invoice when it is available.
