Summary
Council approved a Unified Development Code text amendment adopting FEMA's updated flood insurance study to preserve resident eligibility for the National Flood Insurance Program and approved a 124.61-acre annexation. Both motions passed after staff presentations and were directed to city-attorney preparation for ordinance readings.
The Rochester City Council on April 20 approved a UDC text amendment to adopt FEMA’s most recent flood insurance study for Olmsted County and accepted language from the Minnesota Department of Natural Resources to clarify UDC section 60.2.0.04(e), preserving residents’ eligibility for the National Flood Insurance Program.
Ed Capels presented the amendment, explaining that the change aligns the Unified Development Code with the new flood-insurance study and that planning staff recommended approval. Council Member Doring moved the motion and asked the city attorney to prepare an ordinance for first reading; the motion passed.
Separately, the council approved a second-reading annexation ordinance to annex approximately 124.61 acres south of Highway 52 (north of 40th Street SE alignment and roughly 1,200 feet east of Highway 63, PINs 041942041953041956). Council Member Keane moved approval and Council Member Wahl seconded; the motion passed.
Both items will be processed through the city attorney’s office and return as required for formal ordinance adoption.
