EDA approves scope to update Headwaters 123 concept plan; staff to seek developer feedback

The Forest Lake EDA voted to move forward with a paid scope of services to update the Headwaters 123 concept plan and to pursue developer engagement to inform revisions.
Staff described the revision as a move away from marketing the site to a single exclusive user and toward a more flexible master plan that could attract multiple users, increase tax base and provide job-generating uses. Staff noted the updated proposal in the packet and recommended approval of the planner's scope of services and fee not to exceed the amount in that packet.
Commissioners discussed potential changes in land use included in the update: the packet envisions service-oriented uses along the parkway adjacent to the village area and limited residential in the southwest corner, with any residential requiring a zoning and comprehensive-plan amendment. Staff said the planner, Bruce Chamberlain, could present the final concept in person for an additional $800 per visit or participate virtually to reduce cost.
The EDA moved and seconded the staff recommendation and approved the scope by voice vote. Staff said they will pursue a small EDA/staff roundtable with the planner and continue stakeholder engagement, including outreach to the development community and potential issuance of an RFP or developer roundtable as appropriate.
