Council authorizes letter supporting Inland Port AIB loan to fund Granite View Estates infrastructure

The Millford City Council voted to authorize the mayor to sign a letter supporting an Alternative Infrastructure Bank (AIB) loan through the Utah Inland Port that staff said could provide roughly $750,000–$800,000 to help build infrastructure for the Granite View Estates development. Committee member (S3) moved to authorize the letter; Chair (S1) seconded the motion and the Council voted in favor.

City staff (Mikayla, S4) told the Council the proposed AIB assistance would be structured as a low‑interest loan between the Inland Port authority and the Granite View Estates developer, not a direct city obligation. Staff said the loan proceeds would pay for infrastructure such as water, sewer, road surface and storm drainage; developers would repay the loan as lots and homes sell. Details on repayment schedule and whether funds are paid up front or as reimbursements were not finalized and staff said the Inland Port customizes terms by project.

Council members asked about risks to the city and whether the arrangement would delay or accelerate construction. Committee member (S3) described the loan as a timing tool that could allow developers who lack upfront capital to proceed, rather than a long‑term financing obligation; staff reiterated that the city would only need to provide a letter of support to facilitate Inland Port conversations with the developer.

The motion to authorize the mayor to sign the letter of support carried on an affirmative voice vote.
