SAGINAW — During its March 17 meeting, the Saginaw County Board of Commissioners approved personnel measures aimed at covering leadership gaps at the Commission on Aging and easing court backlogs.
The Board approved a Memorandum of Understanding with UAW Local 455 – Unit 48 to provide two Commission on Aging staff — Administrative Program Supervisor Karen Brenner and Nutrition Program Manager Anthony Countegan — with a biweekly stipend of $830 each, retroactive to March 2, 2026, to recognize added duties while the county searches for a new COA Director. The agreement was presented by HR and approved by the Labor Relations Committee and the full Board.
Separately, the Board authorized adding a temporary position (1.0 FTE Attorney‑Referee) within the Family Division to address a significant backlog created by the ongoing absence of the incumbent Attorney‑Referee. Family Division Court Administrator Todd Borders has identified a candidate and the court reported existing budget capacity to fund the temporary PCN.
Labor Relations Committee Chair Gerald D. Little reported that the stipend reflects each employee performing about 25% of the director’s duties. The Board recorded motions to approve both items and directed staff to proceed with implementation as described in committee communications.
