Emerald Shirley noted ODOT's position: "ODOT doesn't take any stances on legislation, so I'll abstain from this vote." The board accommodated that position. Commissioner Del Chang moved approval of a letter of support and David Abbas seconded. The chair called the vote; the record shows three votes in favor and one abstention (Shirley). The board directed staff to sign and send the letter on MPO letterhead.
The board did not adopt any policy language tying ODOT to the letter; staff said it is customary to include the MPO as the signer and note any agency abstentions if necessary.
Outcome: motion approved with three in favor, one abstention. Staff will finalize and transmit the letter to the congressional delegation.
