Megan Kardell, Dickinson County zoning administrator, said the site is a 10‑acre parcel currently zoned A‑1 that would need rezoning to R‑2 for single‑family development. Jason Eygabroad of Beck Engineering described a master plan showing 19 lots of roughly half an acre, served by sanitary sewer (gravity collection rather than septic) and paved streets; he said utilities are expected to be available for the project.
Chairman Tony Weber and other commissioners asked detailed questions about frontage, corner lot setbacks and whether the developer intends to dedicate streets to the county. Eygabroad said construction to county standards would require further discussion. Commissioners pressed for utility commitment letters and a storm‑sewer plan at preliminary review.
The commission’s informal preapplication process resulted in unanimous verbal agreement to allow Hulstein to proceed to preliminary plat preparation, contingent on the items staff and the commission identified. Commissioners indicated they expect utility letters and finalized storm/sewer plans before a formal preliminary submittal.
Next steps: the applicant may file a preliminary plat; staff will expect utility provider letters, a storm‑sewer plan and documentation about street construction and lift‑station access before the commission schedules formal review.
