The Washington City Council on Oct. 13 adopted an ordinance rezoning parcel #5685-36-4017 from I2 (Light Industrial) to B2 (General Business Commercial) and amended the Comprehensive/CAMA Future Land Use Map to designate the area as Commercial Marina Character Area.
Interim Community & Cultural Services Director Domini Cunningham reviewed the rezoning request and said the proposed B2 zoning was generally consistent with the city's Comprehensive/CAMA Future Land Use Map and relevant policies. The Planning Board recommended approval on Sept. 23, 2025. Applicant Ray Johnson, owner of Sun Ray’s Marine Construction, told council he believes the property would be an appropriate site for a dock or marina.
Council cited consistency with the Comprehensive/CAMA Plan’s Parks, Natural Areas & Open Spaces policies and Economic Development Policy 1 and found rezoning reasonable because it could provide additional water access and job opportunities. The motion to adopt the ordinance was moved by Mayor Pro tem Anthony Tyre and seconded by Councilmember William Pitt; council approved the rezoning.
The record contains an inconsistency in the zoning code label: the public hearing text references both "BD" and "B2." The council action and subsequent language in the minutes use "B2" when describing the approval; the minutes do not resolve the discrepancy beyond the differing mentions. The minutes do not record any public opposition, and no conditions or special use permit were listed in the record.
Next steps: the ordinance adoption and Future Land Use Map amendment were recorded in the minutes; any site-specific permits, dock approvals or construction permits would require separate applications and reviews by appropriate city departments.
