Milford City Council adopted a formal sidewalk management inspection and maintenance policy April 21 after staff (S4) said the city’s insurance trust requires adoption. Staff said the policy focuses first on high‑use public areas such as senior centers, the library and schools and that staff will map sidewalks and prioritize work.
The council also approved an addendum to the existing agreement with Industrial Builders to add 60 sites for the Grandview RV Park (phase 2); staff said the initial agreement remains in effect and the addendum addresses the additional sites and related changes.
On procurement, the council accepted Hatch Development LLC as the low overall bidder for six small concrete/repair projects with a total low bid of $7,605 and noted the invitation to bid set a completion date of June 1, 2026. Council also awarded a mowing and trimming contract for the cemetery and recreation complex to the low bidder (recorded in the packet as HJ Landscaping / Zadri Jones) for $44,000.
What staff emphasized: S4 said the RV park is expected to generate revenue and that, once ownership transfers to the city, proceeds could be used to fund improvements. S4 also explained the sewer is expected to be extended for the RV park addition and staff will monitor the infrastructure connection details.
Votes and next steps: Each item was approved by voice vote at the meeting; staff will proceed with administrative steps such as recording documents, scheduling work, and managing timelines and inspections.
