Staff presented and the council adopted Resolution 20 26 48 to provide a $193,030 city match for IDOT'selected repaving of Galena Avenue (FAP Route 561). The council also approved Resolution 20 26 49 to accept plans and specifications for a joint milling and resurfacing project on Galena. Manager Boyer told council the Galena project had an IDOT-estimated total cost of about $6,300,000 with the city match budgeted in the 2026 capital plan.
The council approved additional IDOT matching allocations for Lincoln Boulevard (a $80,000 city match, Resolution 20 26 54), Adams Avenue ($140,000 match, Resolution 20 26 55), Stephenson Street ($200,000 match, Resolution 20 26 56) and Walnut Avenue ($140,000 match). Boyer said the smaller matches would be taken from the city's fund reserves and would not deplete them.
On ordinance matters, the council adopted a second-reading amendment to the liquor code (ordinance 20 26 18) to align local delivery-service rules with state law (vote 7'to'1). The annexation ordinance for the Well Number 12 property (about 7 acres on Forest Road) passed 8'to'0.
Councilors also approved several bids from a April 14 opening. Fisher Excavating was awarded the South Street ADA and storm-improvement work as the low responsive bidder at $382,865.60; Kelsey Excavating was approved for Galena Avenue stormwater work ($241,040); and Advanced Rehabilitation Technology won the Galena manhole-lining contract ($106,590). Each award was described by staff and approved by roll call.
Most resolutions passed without extended debate, and many measures were unanimous. A reappointment to the building commission (John Green) was approved 8'to'0, and routine consent-agenda items including board minutes and monthly department reports were approved 8'to'0.
What happens next: The IDOT projects will proceed toward design and bidding as required by the state process; the council-authorized matches allow those projects to move to the next procurement steps. Bid awards will proceed to contract execution and field work scheduling by public works.
