The city manager briefed council on a proposed revision to the city's Community Reinvestment Area (CRA) program designed to better incentivize downtown and River's Edge development.
Under the proposal, the city would consolidate two CRA areas and establish effectively two CRAs: a consolidated downtown/River's Edge designation and a separate stand-alone CRA for remaining commercial areas. The manager said the principal change would allow council to designate certain mixed-use projects in downtown and River's Edge as residential, making them eligible for a 15-year, 100% property tax abatement where appropriate. He also explained that revenue-sharing thresholds tied to new payroll differ between the pre-1994 and post-1994 CRAs — $1,000,000 for pre-1994 and $2,000,000 for post-1994 projects — and noted the school district has previously shown support for economic development proposals.
The manager said any projects already entitled under pre-1994 CRA status (for example Riverwalk and the distillery) would remain unchanged, while future applications would follow the revised approach. Council members asked for additional detail, including the housing study that is required for CRA adoption and how proposed thresholds and revenue-sharing would operate in practice. The manager agreed to provide the housing-study materials and further packet detail for subsequent meetings.
Council did not vote on changes at this meeting; the discussion established direction for further review and technical work before any ordinance drafting or formal adoption.
