Council authorizes $20,000 fireworks contract and up to $100,000 for State Route 28 sewer emergency; Tree Commission appointment approved

Milford City Council on its regular meeting approved two ordinances: authorization for a $20,000 fireworks contract for the city's "Sparks in the Park" event and a separate emergency- repair authorization not to exceed $100,000 for a deteriorated sewer main on State Route 28.
The city manager asked council to "bump us up to 20,000" for the fireworks contract, saying the event draws a large local and regional crowd and the total exceeded his spending limit. Council later read and adopted ordinance 26-450, authorizing the city manager to contract with Razi Inc., d/b/a Razi's Famous Fireworks, for the event at a cost not to exceed $20,000. The motion to suspend the rules, read by title only, and adopt carried on roll call.
The council also considered an emergency repair after a sinkhole and a line break were discovered on State Route 28. The city manager described crews beginning repair work immediately and asked for a blanket ordinance to cover costs the manager could not spend alone. He estimated the cost could be "somewhere around 70 to 75" thousand dollars but asked authorization up to $100,000 to avoid multiple return requests. Council passed ordinance 26-451, authorizing the city manager to spend up to $100,000 for the emergency repair, and suspended competitive bidding on the grounds of a demonstrated emergency.
Separately, the mayor asked for and council approved the appointment of Mike Brown to the City of Milford Tree Commission. That appointment was approved by voice vote during council comments.
The council then voted to enter executive session to discuss purchase/sale of property and other matters permitted by the charter; members stated they would reconvene only to adjourn. The meeting adjourned to executive session.
