Public hearing: Anamosa wastewater equalization-basin project about 80% complete; on track for Feb. 2026

Meagan Prestegard of ECICOG presented an update Monday night to the Anamosa City Council on the wastewater treatment plant (WWTP) flow-equalization basin project, saying the CDBG-assisted portion and broader construction remain on schedule.
Prestegard reported that a CDBG Water/Sewer contract (Contract #23-WS-025) for $500,000 was awarded to the City of Anamosa and that the remaining project cost is funded through an Iowa Department of Natural Resources State Revolving Fund loan. Through June 30, 2025, the city had invoiced $3,253,593.32 in construction expenses and received $368,228.50 in CDBG reimbursements. The council was told the total project cost is estimated at $4,190,215.07.
Construction began Jan. 14, 2025, and Prestegard described the work completed to date and the remaining items. She said the project is roughly 80% complete. Remaining tasks include completing the prestressed concrete tank installation, adding stairs and a walkway around the tank, constructing the lift station building, and finishing associated piping, grading, and electrical and control systems. Council materials indicate a projected completion in February 2026.
Mayor Rod Smith opened and closed the public hearing; no members of the public offered comment. The council did not take a vote on the project at the hearing; the presentation served to meet the CDBG-required status-of-activities hearing and update the council on progress and expenditures.
The next procedural step noted in council discussion was continued construction oversight and reimbursement processing through the CDBG and SRF funding mechanisms. The council will receive future updates as construction progresses.
