Foster County board adopts maintenance cost-share policy, asks Apex to map Carrington Creek cleanout

At its April 8 meeting the Foster County Water Resource Board adopted a Watercourse Maintenance Cost-Share Policy and directed Apex Engineering to prepare a map to accompany scope-of-work documents for a Carrington Creek cleanout.
Board member Doug Zink moved to approve the cost-share policy; Ronn Stangeland seconded and the motion carried with all in favor. The policy adoption was listed among routine business and recorded in the meeting minutes as approved.
Separately, Zink and Chairman Brent Bachmeier reported they met with Foster County Commissioners Pat Copenhaver and Paul Roller and with Brian Johnson of Johnson Excavating to clarify what snagging and clearing work would entail. Alex Stedman moved that Apex prepare a plan map to accompany scope documents; Jeff Edland seconded and the motion carried. The board said it would seek additional information from Brian Schimelfenig on the proposed project.
According to the minutes and an Interstate Engineering note, the related cleanout project is categorized as a cleanout and was noted to be funded 80% by Eddy County with the remaining 20% borne by landowners. Doug Zink also reported attending a Rocky Run joint water board meeting and recommended establishing a maintenance fund for Rocky Run Water Management areas to support future upkeep.
The board reviewed other routine items including a financial report showing a general fund balance of $124,521.21 and approval of vendor invoices. No public comments were recorded. The next regular meeting was scheduled for May 13, 2026.
