Duluth DDA approves parking-deck restrictions and schedules deck maintenance

The Duluth Downtown Development Authority on Feb. 17 approved new parking-deck usage guidelines that restrict overnight parking unless a permit authorizes it, saying persistent vehicle storage has reduced availability for downtown patrons, employees and businesses.
Chris McGahee, director of economic development, told the board that the City Council recently approved updates to the Duluth Downtown Parking Ordinance and presented an updated parking map and planned new signage for the downtown area. Following those ordinance changes, McGahee requested the DDA approve deck guidelines. Jim Graham moved to approve the guidelines; Tammy Lopez seconded. The motion passed unanimously.
McGahee also summarized recent maintenance steps for the deck: a caulking specialty firm inspected the structure and will provide a cost estimate, recommending caulking maintenance on a five-year cycle to limit water intrusion into the lower level. The Authority placed the deck’s drainage system on a quarterly cleaning schedule to mitigate leaks.
Board members did not discuss specific permit fees or enforcement protocols at the meeting; McGahee said the rules would be enforced going forward and that new signage will help inform users.
