Marlboro County Council unanimously approved Resolution #06-25-03 on June 24, 2025, amending the county’s Personnel Policies and Procedures Manual to add a social media policy and a vehicle-use policy.
Doris Sumpter, Director of Administrative Services, said the social media policy bars employees from being active on social media during work hours except to promote county events. The vehicle policy, she said, restricts take-home county vehicles to certain employees and requires council approval for those assignments.
County Administrator Wilson A. Clyburn told council the Policies and Ordinance Committee had met and recommended the changes. The resolution passed unanimously when Jason Steen moved and Charles P. Midgley, Jr. seconded the motion.
Why it matters: updates to the personnel manual set expectations for employee conduct and clarify which positions may take county vehicles offsite. Council directed staff to update the manual and implement the new rules.
