Finance Director Wes Park told the council the CIP is part of the county’s operating plan. The vote split mirrored the earlier budget vote: in favor were Charles P. Midgley, Jr.; Dr. Damien Johnson; Anthony Woods; Lafeyette Jackson; and Steve Blackmon; opposed were Verd Odom; Pearly Lawson; and Jason Steen.
Opponents raised concerns similar to those aired during the budget debate, including whether recent reassessments and a larger budget would translate into higher taxes. Supporters emphasized the need to plan capital projects across a multiyear horizon.
