Midway council approves parking-lot fencing, IT-services contract and a budget amendment

On Nov. 20 the Midway City Council approved three operational items: a fencing contract for the public parking lot at 70 East Main Street, an IT-services contract selection, and a fiscal-year budget amendment.
For the parking lot fence (item 10) staff recommended the lowest bidder, All American Vinyl LLC, at $29,800; the company requires a 50% down payment to start work. Council discussed aesthetics, a 6-foot maximum fence height per code, and whether Public Works could help remove the existing white fence to save costs. Council approved the award and directed staff to coordinate careful removal to avoid damage to the new pavement.
On IT services (item 13) council selected a local firm (IT Now of Pleasant Grove) as the recommended award under the city's RFP review. The council asked the city attorney and the mayor to finalize contractual redlines and gave them authority to accept the changes or return the contract if necessary. The recommended contract includes a one-time onboarding fee (to cover substantial upfront implementation costs) and a multi-year service price.
Council also adopted resolution 2025-31, a budget amendment that reallocates funds for the 70 East Main Street parking-lot improvements and adjusts vehicle/equipment accounting (including proceeds from recently sold city vehicles). The budget amendment passed following a public hearing with no speakers.
All approved contracts and amendments were authorized with direction to staff about next steps and careful contract finalization.
