Piedmont council names Carlos Farmer mayor pro tem, appoints Ben Singleton as interim administrator and retains depositories

Piedmont — The Piedmont City Council confirmed several organizational appointments and routine administrative actions at its Nov. 3, 2025 meeting at Piedmont High School.

Mark Epps nominated Carlos Farmer for mayor pro tem and Greg South seconded; after Brittney Williams moved to close nominations (seconded by Kevin McCord), the council confirmed Carlos Farmer as mayor pro tem. Carlos Farmer had been seated as a council member and will serve in the mayor pro tem role for the council.

The council also appointed Ben Singleton to serve in interim capacities as Administrator, City Clerk, Treasurer and Personnel Director after a nomination by Carlos Farmer and a second by Frank Cobb; nominations were closed and the appointment was confirmed.

On routine financial housekeeping, the council voted to retain the city's depositories — Farmers and Merchants Bank and NobleBank and Trust — on a motion by Mark Epps, seconded by Matt Rogers; the motion carried unanimously. Separately, the council voted unanimously on a motion by Matt Rogers (seconded by Kevin McCord) to retain current appointed city employees on a temporary basis pending further review.

During the meeting several council members offered brief remarks: Greg South thanked constituents in District 5 and his family; Carlos Farmer thanked supporters in District 6 and said he looks forward to serving with the new council; Matt Rogers thanked his family and said he looks forward to serving District 7; Mayor Kevin Farmer also thanked his family and expressed eagerness to serve Piedmont. Several members (Brittney Williams, Kevin McCord, Frank Cobb and Mark Epps) indicated they had no report.

With no further business, Greg South moved to adjourn, Carlos Farmer seconded, and the meeting ended at 6:23 p.m.
