Summary
The commission continued demolition-delay reviews for 1331 East Atwater and 326 South Eagleson to allow staff to verify historical associations, review prior approvals, and explore whether properties can be considered together for a small historic district.
The Bloomington Historic Preservation Commission on April 23 voted to continue review of two demolition-delay cases — 1331 East Atwater Avenue and 326 South Eagleson Avenue — to allow staff to perform more archival and contextual research.
Staff said preliminary research indicates 1331 East Atwater may be eligible under historical criteria linked to Joseph B. Black of the Black Metzger Lumber Company and noted the property’s high integrity and association with a locally prominent Black family. The petitioner for 1331 East Atwater (online trustee Allen Senn) said the lots may be marketed together and asked the commission for clarity on potential constraints.
For 326 South Eagleson, staff concluded the house retains integrity but lacks a high threshold of architectural distinctiveness for individual local designation; the commission directed additional research into the house’s architectural context and the possibility of grouping nearby houses into a small district. Public commenters including local preservation advocates urged the commission to consider broader context and to investigate named local builders and connections to other nearby houses.
Commissioners cited the 90‑day demolition delay clock, the option for a 30‑day extension by the director, and the need to determine whether either property could be aggregated into a larger designation. The commission moved to continue both items to gather more information and explore procedural options for paired or clustered consideration; the motion passed unanimously.
Staff will return with additional documentary research and recommendations on whether to pursue continuances, extensions, or nominations to the common council.
