The Bolingbrook Village Board voted March 25 to award Phase IV construction of Water Reclamation Facility No. 3 to Whittaker Construction & Excavating, Inc., accepting the firm as the lowest responsible bidder. Trustee Jean M. Kelly moved the award and Trustee Maria A. Zarate seconded.
The village said the Whittaker bid of $7,315,000 is approximately $815,000 over the project budget. The board noted the project is receiving $1.76 million in grant funding and that Phase IV is intended to increase treatment capacity, meet acceptable effluent limits and improve process efficiency. Village staff anticipate substantial completion in Fall 2026. The item was reviewed and approved by the Public Services Committee before the vote.
The motion passed on a roll-call vote of six yeas (Carpanzano, Doris, Kelly, Lawler, Quintero, Zarate) and no nays. No public comment was recorded on the item in the meeting minutes.
The board did not provide additional detail in the minutes about how the overrun will be resolved beyond noting the grant funding; the project timeline and contract award were authorized to proceed.
