Mayor Kevin Wilk said Tuesday that the Walnut Creek City Council would move into closed session to conduct performance evaluations of the city manager and the city attorney. "This special meeting is called for the purpose of holding a closed session related to the following, public employee performance evaluations for city manager and city attorney," Wilk said.
The announcement came at the start of a specially scheduled April 21 meeting. Wilk identified himself as mayor and told attendees that, "Under California law, public comments and special meetings are limited to subjects on the agenda only." He added that the council would receive public comment on the listed item before reconvening in closed session.
After a brief pause for public comment, Wilk said, "Seeing nobody here, we will reconvene at closed session." The council then recessed into closed session to discuss the personnel evaluations. No formal votes or policy decisions were taken in open session during the meeting.
The closed-session discussion is a routine personnel procedure under state law that limits public disclosure about the content of the evaluations. The council did not announce any follow-up action or schedule for public reporting at the time it recessed.
