Policy committee advances letter I policies, debates 'homeschooling' label and coach/sponsor language

Staff member told the committee that of 65 letter I policies, 30 had no recommended changes, 26 had minor edits, one was recommended for rescind (Policy IA), and eight needed significant updates to reflect current practice. "MSBA sent out an update on IA based on the updates to policy IA. We are recommending we rescind that policy at this point," Staff member said.
Committee members pressed for clarifications on a handful of items. On policy GBI, which the agenda labels 'homeschooling,' one Committee member said the heading is misleading because the text mainly addresses private and parochial options. "That might make more sense because it clearly isn't about homeschooling," the Committee member said. Staff said the title matches MSBA for cross-reference but offered to append language to clarify the policy covers "other nonpublic options."
The committee also discussed IGD wording about "sponsors" and "coaches." One Committee member noted the board seldom approves nondistrict employees and asked why the policy lists outside coaches; Staff member responded that the district historically brought nondistrict coaches to the board but has largely moved away from outside coaches and that most sponsors/coaches now are district employees.
On IKFA/R, a Committee member pointed out a punctuation and phrasing issue in a line referencing a "petition from the counselor and the principal." Staff agreed to remove the comma and explained the language reflects that some SSD buildings have only one counselor (Ackerman, Southview), which informed the singular phrasing.
Why it matters: The committee's edits and recommendations will shape the language coming to the full board for first and second readings; small wording changes can affect cross-referenceability with MSBA model policies and how enforcement or administrative procedures are interpreted.
Next steps: Staff will make the agreed edits (including clarifying GBI's scope and removing the extraneous comma in IKFA/R), gather requested data on foster-care student mobility, and forward the reviewed policies for the board's first and second readings. The committee will reconvene in June to continue the alphabetic review and consider recent MSBA-update policies tied to court rulings.
