Committee backs revised line-item-transfer policy, agrees to lower emergency cap to 2%

Rita, the administration lead on finance, presented policy p3160 to the Groton Policy Committee on March 10, describing the policy as an update to align district practice with statutory categories and the district's budget book. "This is part of the recommendations from the ops review as well, to follow the statute, which is, by transferring line items by categories," Rita said.
Members discussed terminology (whether to call preliminary figures an "itemized estimate" or simply "budget") and asked that the policy text be streamlined so the superintendent's recommendation and the board's approval are separately stated. Committee members also discussed how the district will report monthly or quarterly expenditure reports to town fiscal authorities and whether the policy should use the phrase "town" or a more specific "town fiscal authorities."
A central fiscal point arose around the draft's 5% emergency-transfer cap (language drawn from a model policy). Several members said 5% would be too large for Groton and proposed lowering the cap to 2%, which aligns better with the district's non-lapsing fund practice. Andrea Ackerman said she preferred a percentage (not a fixed dollar amount) to avoid the policy becoming outdated by inflation.
After agreeing to readability edits and the 2% emergency-transfer cap, Andrea Ackerman moved to recommend p3160 to the full Board for first reading; the committee voted to recommend the policy with the discussed edits. Staff will return a revised, streamlined draft for the Board packet.
The committee emphasized that emergency transfers are intended for encumbrances and should be used prudently; members noted the Board can be convened quickly in exceptional circumstances.
The committee's recommendation sends p3160 to the Board with instructions to clarify terminology ("itemized estimate" vs. "budget"), define fiscal authorities, simplify long legalistic sentences, and adopt a 2% emergency-transfer limit.
