Franklin County Commission approves Rebuild Alabama road bid advertisement, renews bank letter of credit and clears personnel and surplus actions

Chairman Barry Moore, the county judge of probate, called the Franklin County Commission to order March 16 in Russellville and presided over a session that moved through a slate of routine but fiscally relevant actions. The board unanimously approved advertising for four Rebuild Alabama resurfacing and traffic‑stripe projects, renewed a $25,125 letter of credit with CB&S Bank, authorized a semiquincentennial grant application, approved several Sheriff’s Office personnel actions, and declared multiple county vehicles surplus for sale.
The commission voted to advertise Project No. RAAFCP‑2026(001) under the Rebuild Alabama Act (Act No. 2019‑2) and Alabama Public Works Law (Title 39). The advertised work covers four sites: Hwy‑177 (from Hwy‑48 to Hwy‑56), Bates Landing Road (from AL‑13 to a dead end), Whitten Road (from the Russellville city limit to Waterloo Road), and Pritchard Road (from Hwy‑524 to a dead end). Sealed bids will be received at 405 North Jackson Avenue in Russellville until 10:00 a.m. Central on April 15, 2026, and awards will be made at the commission’s next regular meeting.
The board approved renewing a $25,125 letter of credit with CB&S Bank. Commissioners voted unanimously on the renewal (motion by Commissioner Grayson Murray, second by Commissioner Greg Hovater).
Commissioners also authorized Franklin County Chamber of Commerce Director Cassie Medley to apply for a Semiquincentennial Grant to be passed through the commission for the Watermelon Festival (motion by Commissioner Tracie Clark, second by Commissioner Joseph Baldwin).
In personnel actions recorded in letters from Sheriff Shannon Oliver, the commission accepted the resignation of Corrections Officer/Dispatcher Zy Traywick, effective March 2, 2026. Sheriff Oliver’s letter states, "I am accepting Zy Traywick’s resignation effective March 2, 2026," and asks that the commission advertise to fill the position. Traywick’s resignation letter says he has accepted a position with the Russellville Police Department and that he will help during a transition period.
The board approved moving Robert Hicks to a permanent full‑time deputy position for courthouse security (30 hours a week), effective March 2, 2026 (motion by Joseph Baldwin, second by Tracie Clark). It also approved hiring Justin Epperson as a temporary corrections officer/dispatcher effective March 7, 2026 (motion by Joseph Baldwin, second by Greg Hovater) and hiring Kayla Tabares as a permanent full‑time corrections officer/dispatcher effective March 2, 2026 (motion by Tracie Clark, second by Grayson Murray).
The commission approved transferring a 2017 Ford Explorer Police Interceptor (VIN 1FM5K8AR0HGA23950) from the sheriff’s office to the Franklin County Coroner’s Office (motion by Grayson Murray, second by Joseph Baldwin).
