Franklin commission codifies exemption for government entities from inspection fees

City staff said the change will allow planning and zoning to inform contractors up front about exemption status and simplify billing for projects by the housing authority, public works, parks and the county. Commissioners said codifying the practice will reduce late-stage disputes when projects are already under way.
