The committee agreed to change the CEAC phrasing from "oversee" to "review and provide recommendations" to reflect its advisory role.
Members also proposed several wording adjustments (for example, changing "equitable" to "open and fair") and agreed to remove a five‑year requirement for updating the public participation plan where no statutory requirement exists. The committee asked staff to have an attorney evaluate the conflict-of-interest language under Article XIII and deferred final approval until the July meeting after staff completes the revisions.
The discussion was procedural; no formal bylaw vote was taken at the Executive Committee level on June 4.
