CCRPC accepts letters on Milton VELCO controllers and a 5 MW Charlotte solar array

On the Milton petition (VELCO, 25‑1259‑PET), Newton said the project proposes to install 12 Advanced Power Flow Controllers at an existing substation. Staff noted the proposal otherwise complies with the regional plan but flagged an impact to a high‑priority forest block on the north side of the station; CCRPC asked the applicant to coordinate with the Agency of Natural Resources to minimize that impact.
On the Charlotte advance notice (25‑1462‑AN), Newton described a proposed 5‑megawatt solar array covering about 22.5 acres. Staff identified two state constraints — Class 1 and Class 2 wetlands and agricultural soils — and local constraints related to surface waters, wetlands and buffer areas, and active agricultural land. The array would interconnect to an existing VELCO station with access from Lake Road.
The committee voted to accept staff letters on both items: Andy Montroll moved to accept the Milton letter; Jacki Murphy seconded and the motion carried unanimously. On the Charlotte item, Karen Peterson moved to accept the letter; Jacki Murphy seconded and the motion carried unanimously.
Staff said they will continue review coordination with state agencies where appropriate and return to the committee if follow‑up is needed.
