MS4 Subcommittee reviews budget memo, outreach campaign results and upcoming events

Chelsea Mandigo reviewed a memo from Dan (accounting) on the committee’s FY25 expenses and the FY26 budget; no decisions were required until the October meeting. Shayne Geiger asked about a 2028 survey; Annie Costandi explained the committee hires a consultant every five years to conduct a community survey (previous survey done in 2023).
David Barron of Pluck presented Q1 and Q2 2025 analytics for the Rethink Runoff ad campaign, saying engagement increased after a larger media buy and the availability of new creative earlier in the spring; the campaign included targeted ads for beach closures, community newspaper placements and a rain-garden sign in Shelburne. Barron noted a heavier community press push and said the fall media effort will focus on fall lawn care. A staff member asked that the media-buy line in the budget be double-checked.
Dan Koenemann (Winooski NRCD) provided a July update on Stream Team operations, reporting that Lucas is wrapping up summer events including rain-garden work and an art-hop event and that La Rosa sampling is concluding for the season. Kris Stepenuck noted that Lake Champlain Sea Grant will host a Road Salt education summit on Oct. 9 in Stowe and provided a link to program details.
The Subcommittee confirmed there will be no September meeting, tentatively scheduled an in-person meeting for Oct. 7 to address the FY26 budget, and left November TBD. Chelsea adjourned the meeting at 1:23 p.m.
