Council reaches consensus to reject Candlewood Bridal repair bids and rebid with concrete option

City staff recommended rejecting all bids for the Candlewood Bridal repair project and rebidding with a concrete pavement option after receiving feedback from contractors and reviewing engineer estimates.
Dennis Carr told the committee that some local concrete contractors said switching the pavement from asphalt to concrete would allow them to meet the 51% prime contractor threshold and broaden competition. Staff noted concerns that running a vibratory roller over the historic arches could damage them and that concrete might allow a longer construction season (through December) compared with asphalt.
Carr recommended rejecting current bids, changing the design to concrete, and returning to bid. Several alderpersons agreed: Alderson Martin, Smith, Moss and Sluder all voiced support for rejecting the bids and rebidding to lower costs and protect the arches. Council recorded consensus in favor of rejection and rebid and asked staff to return with a rebid plan and a resolution for MFT funding at the next council meeting.
