Council signals support for TIF aid to renovate 104–106 North Main

John Oliphant of economic development introduced a renovation proposal for the century‑old building at 104–106 North Main, identifying local owner and contractor partners and describing work that is largely exterior with a possible interior structural beam.

Oliphant described the TIF analysis: the proposed project scored above the city’s top TIF threshold and would make the property eligible for the highest funding tier under the program (40% of eligible exterior costs; 20% of interior). He told council the TIF program has a $50,000 cap for any one property within a five‑year period and that staff projected roughly $278,000 in TIF funds remaining at fiscal‑year end.

On construction costs, staff said the contractor’s current estimate carries a wide range and that interior work is still revealing unknown conditions: “they're finding more and more about the building,” Oliphant said, and staff cautioned that final costs may change once work proceeds.

Council members generally supported using a TIF contribution at or near the program cap to help the local business relocate and refresh the building. Several members endorsed splitting payments over two to three annual installments, a common approach for local redevelopment agreements. The mayor observed nodding from council members and characterized the response as a unanimous decision to proceed with drafting a redevelopment agreement.

Next steps: staff will prepare draft redevelopment agreement language for council review that incorporates the city’s TIF limits and payment schedule.
